Richest municipalities in Italy: there is a surprise at the top of the list

Maccastorna, a tiny town in the province of Lodi, takes the top spot as the richest municipality in Italy according to data on declared incomes in 2025 (tax year 2024) published by the Ministry of Economy and Finance. With an average per capita income of 72,684 euros, the Lombard village, which has just 67 inhabitants according to ISTAT data updated as of January 31, undermines Lajatico, a municipality of 1,200 inhabitants in the province of Pisa, a historical presence at the top of the ranking and now second with an average income of 69.475 euros.

Both localities rank ahead of realities better known to the general public: in fact, Portofino, a famous village on the Ligurian Riviera, drops to third place from last year’s first place, with an average per capita income of 61,616 euros. It should be considered, however, that the ranking is influenced by the presence of small municipalities with high-income taxpayers, which can significantly shift the average.

From the processing of MEF data, some confirmations and several surprises emerge in the rest of the ranking. Right off the podium is in fact Basiglio (Milan) with 53,686 euros, followed by Cusago (Milan) with 43,404 euros, Torre d’Isola (Pavia), with 42,784 euros, Pino Torinese (Turin) with 40,538 euros, Forte dei Marmi (Lucca) with 40,248 euros and Milan city, which closes the Top 10 with 40,237 euros, losing two positions compared to the previous year.

Scrolling down the ranking, the main Italian cities are placed much lower. Bologna is at position 115 with 31,448 euros, Rome at 124 with 31,223 euros, and Florence at 209 with 30,016 euros. More distant is Turin, at number 353 in the ranking with 28,859 euros, while Naples is even at position 2,449, with an average income of 24,332 euros.

The overall picture confirms, however, a country still marked by strong territorial gaps. The South shows stronger percentage growth, but absolute levels remain significantly lower than in the North, where the highest incomes are concentrated and most of the municipalities present at the top end of the ranking.
